The storage unit stores time differences between times clocked by the terminal devices and a time clocked by the apparatus. The obtaining unit obtains information indicating a time the terminal devices have received the data. The calculating unit calculates delay amounts of paths to the terminal devices, by using a difference between a time the transmitting unit transmitted the data and the time indicated by the obtained information, and the stored time differences. The controlling unit identifies a delay amount difference in the calculated delay amounts, and controls a data amount transmitted/received to/from the terminal devices in accordance with the identified delay amount difference.

The obtaining unit obtains information indicating a time the terminal device has received the data. The calculating unit calculates a delay amount of a path to the terminal device, by using a subtraction result between a time the transmitting unit transmitted the data and the time indicated by the obtained information, and the stored time difference. The controlling unit identifies a delay amount difference of the calculated delay amounts. There are two types of engaging parts (5): one having lances and the other having holes. Inside the through holes, the lances of the engaging parts (5) of one panel plate (2) are inserted into the holes of the engaging parts (5) of the other panel plate (2).
