    Abstract: A method of providing emergency alerts to a plurality of user devices is provided. A gateway device determines, for each of the plurality of user devices, a network address that uniquely corresponds to the user device. An emergency alert associated with a predetermined region is determined. A subset of the plurality of user devices located substantially in the predetermined region is determined. The emergency alert is then provided to the subset of the plurality of user devices located substantially in the predetermined region via the network addresses of the subset of the plurality of user devices.
