The abnormality detecting unit determines that an abnormality of the actuator is detected when it is determined that an operating position of the actuator does not change between a first lock position at which the lock state of the motor in a first rotation direction is detected and a second lock position at which the lock state of the motor in a second rotation direction is detected.
