    Abstract: A building construction system and method which includes an attachment or fastener device and a tool element for applying the device to a lower reinforcing rod. The reinforcing rod is part of a building section which includes a wood or lumber section and a lower concrete layer. The attachment device is utilized to securely retain a lumber section to a lower concrete area. The overall design is such that construction and labor time is significantly reduced.
