Specifically, the present invention relates to connecting and spacing wire gratings, for example wire gratings used as vehicle tire support material or for mounting wheel chocks thereon in the transportation of automobiles. Even more specifically, the present invention may be used to connect a plurality of wire gratings together and to space in a first direction the plurality of gratings apart from each other at multiple selectable distances in one configuration. In a second configuration, the present invention may be used to space in a second direction the plurality of gratings from other objects, such as a wall or guard rail. The second configuration may be used in multiple orientations in order to provide multiple different spacing distances.

The ratchetless strap tensioning buckle apparatus has a base having a first end and a second end, a linkage pivotally attached to the base at a midpoint thereof, a handle having a first end and a second end, the handle having a shaft at the first end thereof for holding a loop of strap, the shaft further rigidly connecting the handle to the linkage, the handle pivoting via the linkage and moving the shaft in an arc from a first position to a second position, wherein moving the shaft from the first position to the second position tightens the strap and locks the strap in place.

The color-converted photoluminescent film of the invention is patternable and has improved luminous efficiency and stability and is suitable for use in electroluminescent displays. The film comprises a mixture of a clear UV curable resin and photo-initiator which does not absorb blue light; and fluorescent pigment particles, wherein a molecular additive is optionally provided in to either or both of the pigment particles and curable resin.
