The cap may be attached to the collar. The cap may have a ring shaped cross section and may be effective to secure the material infused with the fragrance to the collar. Electric current may be received from the electrodes and may be effective to operate the fan. The fan may be effective to blow air through a first vent in the collar to disperse the fragrance from the material through a second vent in the cap.
