    Abstract: A method and system of managing calls over a data network includes admitting a call if a throughput requirement is met. After a call request, the call request defining a throughput requirement, is received for establishing a call, a network resource responds with a throughput requirement request. A throughput measurement is performed between the destination terminals. A throughput measurement response, including the throughput measurement, is transmitted to the network resource. Further, a plurality of communities may be defined, each including one or more terminals. A call may be admitted between communities based on the throughput requirement being met in a connection between each respective terminal. Additionally, one or more of a plurality of resource elements may be selected in response to the call request based on the throughput requirement being met. The resource elements, which may include codecs (coders/decoders), packet sizes (for carrying audio data), and others, may be used in the requested call.

    Abstract: A modeling tool that is executable in a system includes a modeling application that is capable of deriving a predicted quality of communications in a represented communications system. A user may create a representation of a target communication system by using icons representing different network components to build the representation in a user interface. Each of the network components is associated with one or more performance parameters, such as packet delay, packet loss, and jitter for packet-based network components. An overall performance parameter, such as an overall packet delay, overall packet loss, and overall jitter may be derived based on the performance parameters for each of the network components. From the overall performance parameters, the expected or predicted performance of the target communications system may be determined by using an E-model in one arrangement.

Further, a plurality of communities may be defined each including one or more terminals. One or more usage threshold values may be assigned to a link or links between communities, and a call request is processed based on the one or more usage threshold values. The processing includes at least one of determining whether to admit the call request and selecting resource elements to be used during a call between terminals over the link.

    Abstract: An apparatus for allocating communication channels in a manner that increases network efficiencies or operator revenue includes a resource manager that accepts and stores (forms a queue) resource requests for a period of time. Thereafter, the resource manager allocates resources according to specified criteria. The computer instructions stored within the resource manager includes logic to prompt it to allocate communication channel resources according to the size (in order of smallest to largest) of the requested resource, or to the unit value of the requested resources. The communication channels are characterized by a time slice of a signal transmitted at a specified frequency range. Prior to allocating new non-CBR communication channel resources according to size or to unit value, the communication channels are first allocated to legacy continuous bit rate (CBR) subscribers, then to legacy non-CBR subscribers, then to new CBR subscribers.
