The wireless device determines, for a preamble transmission, a preamble transmission occasion of the preamble transmission occasions. The preamble transmission occasion is associated with an SS-PBCH block selected from the SS-PBCH blocks. The wireless device starts the RAR window from a starting time based on the preamble transmission occasion, the first time offset, and a second time offset. The wireless device receives, during the RAR window, an RAR of the preamble transmission.

Coordinating a plurality of HARQ feedbacks may result in complicated processing at the base station and/or a delay to schedule a HARQ feedback for the wireless device. The transmission of the downlink control information may not require HARQ feedback from a wireless device. By reducing the transmission of HARQ feedback, the channel capacity utilized for error correction transmissions can be reduced, thereby enhancing resource utilization.
