An assembly of individual strands of scrap material can be provided, with the fiber directions of the strands within the assembly being substantially aligned. The assembly of scrap material strands can be subjected to one or more chemical treatments that modify a property of the lignin in and/or partially remove the lignin from the individual scrap material strands. The alignment of the fiber directions can be maintained during the chemical treatment(s). The pores can be created by passing matter or energy through the surface of the catheter structure, as by a laser or a projectile.
