    Abstract: A user equipment (UE) performs a public land mobile network (PLMN) scan for a higher priority PLMN, and reports a list of candidates PLMNs based on the scan. An identity of a first one of the candidate PLMNs includes a shared mobile country code (MCC). The shared MCC has a value between 900 and 999 and is also used for performing access with satellite technology. The UE selects the first one of the candidate PLMNs from among the list of candidate PLMNs. Each of the candidate PLMNs has either a mobile country code (MCC) the same as an identity of a serving PLMN or the shared MCC, when the identity of the serving PLMN does not comprise the shared MCC. The selecting is based on the first one of the candidate PLMNs having a higher priority than the serving PLMN.

During registration, the MUSIM UE may transmit a registration request to a base station of a first PLMN indicating a UE capability for a MA PDU session associated with a MUSIM device. The MA PDU session includes a plurality of PDU sessions associated with a single access type. Afterwards, the UE may transmit a PDU session establishment request for a first PDU session of the PDU sessions in the first PLMN and for a second PDU session of the PDU sessions in a second PLMN, where the first PLMN is associated with a first USIM of the UE, and the second PLMN is associated with a second USIM of the UE. Consequently, MA PDU sessions associated with MUSIM devices may be established.

A user equipment (UE) may subscribe to a multicast service while in an RRC connected state and may thereafter transition to an RRC inactive state. Subsequently, a network entity may transmit an indication of whether the UE is to remain in the RRC inactive state to receive a multicast transmission associated with the multicast service or whether the UE is to transition to the RRC connected state to receive the multicast transmission. In some aspects, the indication may enable some UEs may remain in an RRC inactive state to receive a multicast transmission (which may reduce power consumption), while other UEs may transition to an RRC connected state to receive the same multicast transmission (which may increase communication reliability).     Abstract: Techniques are described to support call routing and location for a user equipment (UE) with satellite wireless access to a serving PLMN. The UE sends a Session Initiation Protocol (SIP) INVITE message to a network node, such as a P-CSCF, that includes an indication of satellite access for the UE. In response the network node sends a request to another network node for a cell ID for a fixed cell in which the UE is located. The fixed cell can be independent of satellite radio cells for the serving PLMN. The network node may receive the cell ID for the fixed cell and sends the SIP INVITE message to another network node (e.g., an E-CSCF or LRF) with the cell ID for the fixed cell. The other network node may use the cell ID to route the SIP INVITE message or obtain an approximate location of the UE.

The UE may identify a modulation and coding scheme (MCS) associated with the broadcast or multicast transmission and may determine a transport block size (TBS) based on the MCS and at least one of the numerology or the RS pattern. For instance, a UE may determine TBS for numerologies associated with a single symbol that spans multiple subframes differently from that of other numerologies. Additionally or alternatively, a UE may determine TBS for sparse RS patterns differently from that of other RS patterns. The UE may then perform communication with the base station via the broadcast or multicast transmissions in accordance with the TBS.
