    Abstract: Methods, systems, and devices for radio resource management (RRM) measurement and reporting for license assisted access (LAA) cells operating in unlicensed or shared frequency spectrum are described. A user equipment (UE) may receive an RRM measurement configuration including a channel occupancy parameter for measuring neighbor cells of a shared frequency band. The channel occupancy parameter may be used to determine a channel occupancy metric that may be sent to a base station for cell selection. The channel occupancy metric may include an averaged or filtered received signal strength and may be reported for serving cells and/or intra-frequency neighbor cells. A base station may further configure a UE with a discovery reference signals (DRS) measurement timing configuration (DMTC), which may include an extended DMTC search window. The UE may search for DRS transmissions from neighbor cells according to the DMTC.

    Abstract: Methods, systems, and devices are described for wireless communication. A user equipment (UE) may signal a band-specific measurement gap indication based on the capability of a set of receivers to measure target frequency bands while monitoring a set of component carriers (CCs). The UE may receive a measurement gap configuration for a first component carrier (CC) associated with measuring the target frequency bands accounting for the band-specific measurement gap indication. The UE may then perform a measurement on one or more of the target frequency bands according to the measurement gap configuration while continuing to monitor other configured CCs for downlink messages and transmit uplink control messages during gaps configured for the first CC (e.g., using a different receiver). In some examples the measurement gap configuration message includes configuration options and the UE may select the measurement gap configuration for the first CC from the set of available options.

    Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) may receive a measurement configuration on a first cell specifying a measurement gap for measuring cells on other frequencies. The UE may then measure a second cell and determine an offset between the timing of the two cells. If the measured frequency band is synchronized (or nearly synchronized), the length of the measurement gap may be reduced. In some cases, the UE may then make measurements on the second cell using a reduced measurement interval, and the UE may power down certain components during the rest of the measurement gap to conserve power. In other cases, the UE may coordinate with the serving cell to reduce the measurement gap to minimize the interruption caused by the gaps.

    Abstract: Methods, systems, and devices for wireless communication are described. A user equipment (UE) configured with several component carriers (CCs) may select one or more CCs for fast activation. The UE may, in various examples, autonomously select the CCs for fast activation or may receive signaling indicating such CCs. In some cases, the UE may place the selected CCs in a semi-active state by detecting and synchronizing the CCs while refraining from control channel monitoring. In other examples, the UE may identify a set of CCs that may be activated quickly based on channel conditions or that have activation interdependency, such as CCs in a physical uplink control channel (PUCCH) group. The UE may then trigger an activation for one of the selected CCs, determine it is capable of fast activation, and begin monitoring, e.g., for control information, after a reduced delay period based on the fast activation.

    Abstract: Methods, systems, and devices are described for early radio link failure (RLF) declaration. A UE may identify a measurement report message (MRM) trigger and initiate an RLF procedure. In the RLF procedure the UE may determine whether a radio link condition indicative of an RLF has been satisfied before an expiration of a timer that is initiated by the MRM trigger. As an example, the UE may determine that a threshold number of uplink radio link signaling messages, such as MRMs, have been transmitted without a radio link control (RLC) acknowledgement (ACK). The UE may declare RLF based on the determination that the radio link condition has been satisfied. In some examples the UE may verify that channel conditions are better for a target cell than for the serving cell, and may declare RLF based further on the channel comparison.

    Abstract: Methods, systems, and devices are described for wireless communication at a UE. A user equipment (UE) may establish a connection to a serving cell and monitor channel conditions for the serving cell and neighboring cells. Based on the channel conditions, the UE may determine to read the system information of a non-serving neighbor. The UE may then read the system information of the non-serving neighbor cell while still connected to the serving cell. In some cases, the UE may store the system information in a database. When the time comes for the UE to access the neighbor cell (e.g., if the link to the serving cell fails) the UE may proceed with access procedures without delay using the stored system information.

    Abstract: Certain aspects of the present disclosure relate to reporting difference in timing between cells using multiple connectivity in a wireless network. A first connection served by at least a first cell and a second connection served by at least a second cell to facilitate communicating with at least the first cell and at least the second cell are established. A reporting configuration specifying one or more parameters related to reporting a timing difference between cells is received. A timing difference between at least the first cell and at least the second cell is determined, and the timing difference is reported to at least the first cell over the first connection or to at least the second cell over the second connection. This can facilitate scheduling time aligned operations over the first and second cells, or related cell groups, in multiple connectivity.

    Abstract: A user equipment (UE) may have data in a buffer for uplink (UL) transmission. The UE may transmit a buffer status report (BSR) indicating the amount of data. The BSR may fail or a base station may not grant sufficient resources for transmission of the data. A BSR failure condition may be based on a radio link control (RLC) operating mode of the data. For example, the data may be an acknowledgement (ACK) for an acknowledged mode (AM) DL transmission. In this case, the UE may initiate a BSR retransmission (Retx-BSR) timer and determine whether any duplicate transmissions have been received. The data may also be associated with an unacknowledged mode (UM), and the BSR failure condition may include waiting for a time interval that is less than the Retx-BSR time interval. When the BSR failure condition is satisfied, the UE may transmit a scheduling request to the base station.

    Abstract: Systems, methods, and apparatuses for user equipment (UE) autonomous radio resource configuration extension are provided. As disclosed herein, a UE may operate in dual connectivity with two (or more) base stations, each providing a set of carriers (e.g., cell groups) for wireless communication. The UE may have a simultaneous connection with a carrier from each base station and may autonomously determine a timing difference between carriers of respective cell groups. The UE may adjust the timing of an operation in relation to a radio resource configuration of one or both carriers to account for the difference. In some examples, the UE autonomously adjusts a measurement gap operation or adjusts a discontinuous reception (DRX) operation to account for a determined timing difference between carriers.
