The system includes receiving, over a network, a remote action list version number, the remote action list version number associated with a remote action list containing an instruction for the wireless device. The system further includes determining whether the remote action list version number is different from a local action list version number. The system also includes sending, over a network, a request for the remote action list in response to determining the remote action list version number is different from the local action list version number. Also, the system includes receiving, over a network, the remote action list.
