    Abstract: The invention is directed to a device for determining a number of data packets which are to be converted into a coded sequence with a predetermined number KN of bits by a coder. The device determines the number of data packets in such a manner that a difference between the resultant code rate RN, resulting from a conversion of the number of data packets into the coded sequence, and a reference code rate R1 does not exceed a predetermined threshold value.
