    Abstract: A system and method for determining residency based upon the comparison of existing data in various datasets. Information relating to a new utility account in a first jurisdiction is inputted. The inputted information is compared with stored account information from a second jurisdiction. If the inputted information matches the stored account information, the inputted information is compared to information relating to vehicle registrations in the second jurisdiction. If a matching vehicle registration is found in the second jurisdiction, the matching vehicle registration in the second jurisdiction is compared with vehicle registrations in the first jurisdiction. If no matching vehicle registration is found in the first jurisdiction, identifying a vehicle corresponding to the matching vehicle registration information in the second jurisdiction as an unregistered vehicle in the first jurisdiction. The steps may be repeated for third, fourth or many jurisdictions.

    Abstract: The on-street parking and surveillance system uses a combination of machine readable tags mounted on the parking spots to identify specific parking regulations to a survey vehicle for enforcement using license plate reading devices. The combination of machine readable tags with encoded parking rules on the controlled parking property eliminates the errors associated with GPS based systems and allows a wide of parking regulations to be enforced. The incorporation of a device to read markers, tags, and devices other then license plates allows the system to monitor modem parking payment systems; such as kiosks and internet based payment schemes, and manage increasingly complex local parking regulations and exemptions.

    Abstract: The invention relates to a system and method of conducting surveillance of stolen vehicles. Stolen vehicle information is downloaded from a database to a central server. At the central server, vehicle information is parsed to the specific requirements. Each subscribing jurisdiction downloads its area-specific stolen vehicle database to a subscriber workstation, e.g., via the Internet or an intranet. Police cars have on-board mobile surveillance points having a camera and a processor. A copy of the area-specific stolen vehicle database is loaded into each car's processor. The mobile surveillance point reads license plates of vehicles in traffic, and the processor compares the license plates to stolen plate numbers stored in the database. The processor activates a signal to alert the officer. Stationary checkpoints located in the jurisdiction have a stationary surveillance point having a camera and a processor. The surveillance system stores images and creates a database of all vehicle plates in the area.
