    Abstract: Systems and methods are provided for cross-border network messaging. An example computer-implemented method includes receiving, from a sending institution, a transfer request for a real time transfer from a sender to a recipient, where the transfer request includes an amount to be transferred and an identifier unique to the recipient. The sending institution is in a first zone having a first domestic currency and the recipient is in a second zone having a second domestic currency, and the amount is in the second domestic currency. The method also includes confirming that a liquidity of the sending institution in the first currency is sufficient and, in response to the confirmation, transforming the transfer request based on a rule specific to the second zone. The method includes transmitting the transformed transfer request to a core computing device in the second zone.

The deferred fulfillment order includes products or services that may be fulfilled in part or in full after authorization of the deferred RTP. To facilitate trust and security, a deferred payment system may digitally sign certificates issued to various entities in the system environment. Devices in the system environment may transmit and receive messages to create and later settle deferred RTPs that are trusted based on authentication of the digitally signed certificates, which mitigate against security threats such as man-in-the-middle attacks in a communication network.

Lower loss and better confinement of the radiation may be obtained by providing plugs of dielectric material adjacent the inwardly-facing edge of each of the metal plates. Embodiments of the invention can be used to implement integrated optical devices and circuits for routing or processing light signals.
