The method includes obtaining second-layer decoded data for the multi-layer video stream using a second decoding method, where the second-layer decoded data is indexed using a timestamp, receiving a call-back indicating an availability of first-layer decoded data for a frame of the first layer of the multi-layer video stream from a first decoding method, obtaining timing metadata for the first-layer decoded data, comparing the timing metadata with one or more timestamps for the second-layer decoded data to pair the first-layer decoded data for the frame with second-layer decoded data for the frame, and combining the first-layer decoded data for the frame and the paired second-layer decoded data to output a reconstruction of the frame of the video signal.

The photonic device includes a readout structure coupled to a ring resonator at one or more coupling points. Light is split between a lower waveguide and an upper waveguide of the readout structure in a forward direction at a beam splitter. The light in the waveguides traveling in the forward direction is coupled into the ring resonator and subsequently back into the waveguides in a reverse direction. The light is spatially phase tilted and is combined at the beam splitter. The combined light is detected by a split detector.

Embodiments also include splitting, by a first beam splitter, the reflected signal into first and second portions propagating down first and second waveguides, delaying, by a delay element, a phase of the reflected signal, and spatially phase shifting the reflected signal. Embodiments may further include splitting, by a second beam splitter, the first and second portions of the reflected signal into third and fourth portions propagating down the first and second waveguides, detecting an intensity difference between a first lobe and a second lobe of the third portion of the reflected signal, and calculating a Doppler frequency based on the intensity difference.
