    Abstract: In a wireless communication network, an access node controller determines data throughput over a target access node. A source access node wirelessly exchanges user data with User Equipment (UE) and determines data throughput. The source access node receives signal parameters for the source access node and target access node from the UE. The source access node compares the signal parameters and responsively transfers a handover request that indicates the target node and the UE throughput over the source node. The access node controller receives the handover request and compares the source throughput to the target throughput to determine a handover value. The access node controller transfers the handover value to the source access node. The source access node compares the signal parameters based on the handover value, and responsively hands-over the UE to the target access node which wirelessly exchanges user data with the UE.

In embodiments, the barring factor is dynamic based on traffic parameters associated with a network. An upper limit for a random number is set on the mobile device and the random number is generated. The random number is generated and compared to the barring factor. If the random number is less than the barring factor, access to the network is provided to the mobile device. In embodiments, an additional random number is generated for special users or devices if the random number is greater than or equal to the barring factor.

The method further provides determining a frame error rate of a wireless communication link between a wireless communication device and the wireless access node. If the frame error rate indicates that a COP of the wireless communication link should be lower than the first COP, the method provides allocating an override COP to the COP of the wireless communication link based on the frame error rate.

    Abstract: In a wireless communication network, a network control system receives a request for a media session with a wireless communication device. The control system responsively determines if the wireless device is idle and determines if a source base station serving the wireless device can support the media session. If the wireless device is idle and the source base station does not support the media session, then the control system identifies a target base station to support the media session. The control system transfers a first redirect message for delivery to the wireless device through the source base station and transfers a second redirect message for delivery to the target base station. The redirect messages have session information for the media session. The target base station receives an acceptance of the media session from the wireless device and exchanges media for the media session responsive to the acceptance.

If the greatest relative difference between the RSRP values of the candidate sectors falls below a power threshold, the processing system is configured to direct the wireless communication transceiver to transfer the RSRP values of the candidate sectors and one of the RSRQ values associated with a strongest candidate sector that has a greatest RSRP value of the candidate sectors, and if the greatest relative difference between the RSRP values of the candidate sectors exceeds the power threshold, the RSRP values of the candidate sectors are transferred.

In response to the expiration of the control channel timer, the method provides stopping the monitoring of the control communication traffic.

A mobile device is restricted to use of home-network systems when a first parameter value is received. The mobile device is permitted to use home-network and roaming-network systems when a second parameter value is received. Thus, the mobile device can only roam when the second parameter value has been communicated thereto.
