    Abstract: A computer-readable storage medium stores instructions for execution by one or more processors of a UE. The instructions configure the UE for small data transmission (SDT) in a 5G NR network and cause the UE to perform operations comprising detecting while in an RRC_Inactive state, a radio link failure during a first SDT of UL data to a base station. A secure key for a second SDT is generated based on the radio link failure. A configuration message including an indication of the second SDT is transmitted to the base station. A response message including a UL grant is received from the base station. The UL data is encoded for the second SDT using the secure key. The second SDT is performed using the UL grant while the UE is in the RRC_Inactive state.

If the UE detects, during a time period, an in-device conflict between a service configured for the LTE PC5 interface and a service configured for the NR PC5 interface, the UE may determine which of the services to support during the time period based on corresponding priorities.

A synchronization signal (SS) burst set associated with one or more transmission/reception points (TRPs) within a neighboring cell is decoded, the SS burst set including a plurality of SS blocks. A cell beamforming measurement signal associated with the neighboring cell is generated, based on signal measurements of the SS blocks and the signal selection criteria. A radio resource management (RRM) measurement report message is encoded for transmission to the serving cell, the measurement report message including the cell beamforming measurement signal. A handover command message for initiating a handover to the neighboring cell is decoded, the handover command based on the cell beamforming measurement signal.

An upper layer entity exchanges information with lower layer entity while the upper layer can continue to use the existing interface for V2X transmission until it is not able to use the current interface. The upper layer can be a V2X layer and the lower layer can be an Access Stratum (AS) layer. The upper layer can request availability information from the lower layer for other applicable interfaces. The upper layer then instructs the lower layer to provide assistance information for one or more applicable interface(s), depending on whether mapped to the ongoing service. In providing availability information, the lower layer can continuously measure criteria, such as channel conditions, to determine the availability of relevant interfaces and indicate the availability information to the upper layer.
