In one embodiment, the oil fly ash is modified to include a carboxylic acid group (—COOH) attached to the surface of the oil fly ash. In another embodiment, the oil fly ash is modified to attach 1-octadecanoate to the surface of the oil fly ash. The modified oil fly ash additive may be mixed with the asphalt cement or binder material, or mixed with the aggregate material for incorporation into asphalt concrete.
