The UE may receive, for a HARQ process associated with a downlink communication from the network node, a retransmission of a transport block (TB) that is associated with a reserved MCS when full decoding information for the TB is unavailable. The UE may perform, based on a reception of a retransmission, an action to proceed with the HARQ process, to restart the HARQ process, or to terminate the HARQ process, wherein the action is based on whether the network node is configured to perform the retransmission of the indication of the MCS. The UE may transmit at least a portion of the uplink data to a base station using a resource allocation indicated by the uplink grant. Alternatively, the UE may transmit the scheduling request to the base station during a first scheduling request occasion. The UE may initiate a retransmission timer based on transmitting the scheduling request. Accordingly, the UE may skip retransmission of the scheduling request during a second scheduling request occasion that is subsequent to the first scheduling request occasion based on the retransmission timer.

The UE may transmit a buffer status report according to a current transmit buffer level plus the transmit buffer threshold. Accordingly, the UE may communicate with the SCG based on the uplink switch start indication.

A user equipment (UE) may identify a throttling indicator for a shared resource associated with a modem at the UE. The CE may determine a configuration of the modem based on a configuration received from a Radio Resource Control layer of the UE. Based on the modem configuration and the throttling indicator, the UE may identify a throttling level to apply to the modem. The UE may adjust the modem configuration for communicating with a base station based on the throttling level in order to reduce resource usage below a usage threshold. By reducing usage of the shared resource by the modem, the UE may have a greater availability of the shared resource to meet the needs of other components of the UE. This may provide an improved user experience at the UE, among other benefits.

The API includes semi-static parameters that may be used when a common timer is configured between the application client and the modem, and/or dynamic parameters that may be used when a common timer is not configured between the application client and the modem. The API may also include an extended signaling scheme that may include no-transmission (No-Tx) indications that indicate intervals during which no transmissions are allowed.

In some aspects, the UE may receive second DCI that includes an NDI, and may transmit a communication in association with selectively discarding the HARQ state and receiving the DCI.
