Abstract: The disclosure provides a disabling device and a mower. The disabling device includes a fixing assembly and a knob assembly. The fixing assembly includes a fixing base, an elastic component and a connecting component. The fixing base is provided with a penetrating groove, a first groove, a second groove and a third groove. The knob assembly includes a knob handle and a connecting rod extending downward from a bottom of the knob handle. The knob handle is provided with a protruding toggling part, and a protruding part is arranged on an outer side wall of the connecting rod. When the protruding part is respectively positioned in the first groove, the second groove and the third groove, the knob assembly is respectively in a start state, a close state and a release state, thereby realizing a switching of the disabling device in different gears.
