The method comprises storing, in a memory of a provisioning server, a plurality of service records and one of a plurality of operation type parameters in association with each service record; receiving, at the provisioning server, a registration request for the mobile electronic device, the registration request including one or more identifiers identifying ones of the service records that are maintained in the mobile electronic device; selecting, based on the received identifiers and the operation type parameters, at least one service record for transmission; and, transmitting the at least one selected service record.
