The device can obtain the content by using the set of content configuration parameters to search a content source. The device can separate the content into a set of content segments using a content configuration parameter of the set of content configuration parameters. The device can provide multicast session instructions to a multicast system to cause the multicast system to provide the set of content segments to the service area using a multicast session. The multicast session can be used by the set of devices to store one or more content segments of the set of content segments.

The first cell device transmits the multicast information to an element management system, and receives, from the element management system, an instruction, generated based at least on the multicast information, to not use one or more subframes, associated with a multicast transmission session associated with the second cell device, to transmit during the multicast transmission session. The first cell device determines, after receiving the instruction, that the multicast transmission session has been initiated, and causes the first cell device to not use the one or more subframes to transmit during the multicast transmission session associated with the second cell device.

The device receives a third message from the remote device including first information identifying the remote device and second information identifying a neighbor device of the remote device, and generates and sends a fourth message to the remote device, causing the remote device to download the content via a link and send the fourth message to the neighbor device, which causes the neighbor device to download the content via the link. The device receives a fifth message from the remote device including third information indicating whether the remote device and the neighbor device downloaded the content via the link, and generates and sends, to the base station, a sixth message including the first information, the second information, and the third information.
