    Abstract: A method, a network device, and a non-transitory computer-readable storage medium are described in relation to an handover management service. The handover management service may include receiving a measurement report from an end device. The measurement report may include an SINR value in combination with RSRP and/or RSRQ values. The measurement report may include values from a source cell, a candidate target cell, or both source and candidate target cells. The handover management service may determine whether to perform a handover, based on the measurement report in which a handover criteria does not include an RSRQ value. The handover management service may also determine whether to perform a handover based on handover criteria that includes a variable value for a threshold value. The variable value, among values, may be selected and correlated to a value included in the measurement report.

The system may determine whether the UE should be handed over from the first cell to the second cell, and further based on the measures of load associated with the first and second cells, the measures of utilization associated with the first and second cells, as determined by the UE.     Abstract: A method is disclosed for determining when a request for a higher transmission rate should be granted to a mobile station that currently has access to a communication system to facilitate the maintenance of a performance target (quality of service level) of the reverse link. The method for determining when a mobile station can have access to a higher transmission rate includes obtaining first and second estimated performance indicators for a reverse link of the base station that a mobile station is currently accessing. A blocking threshold value is established. Access at the requested higher transmission rate is based on a comparison of the first and second indicators relative to the established blocking threshold value. If access is denied at the requested higher rate, access will be granted at the next lower rate which will not degrade the performance of the wireless communication system.

    Abstract: A method for controlling access of a subscriber station to a wireless communications system facilitates the maintenance of a performance target of the reverse link and desired geographic coverage of the reverse link. The method for controlling access of a subscriber station to a wireless communications system includes measuring a first performance indicator and a second performance indicator for a reverse link associated with a subscriber station seeking access to a wireless communications system. A blocking threshold value is established based upon the measured second performance indicator and may be adjusted to allow more or less blocking based on any additional metrics that characterize the performance of the current subscriber stations. The decision to grant or deny access of the subscriber station to the wireless communications system is determined based on a comparison of the measured first performance indicator to the established blocking threshold value.

    Abstract: Link performance is measured in a code division multiple access (CDMA) personal communication service (PCS) or cellular system, or other type of wireless system, using a test set-up which permits the simulation of various changes in system configuration. An illustrative embodiment includes a first attenuator arranged in a common portion of a receive path and a transmit path of a mobile station of the system, and a second attenuator arranged in either a receive-only portion of the receive path or a transmit-only portion of the transmit path. The amounts of attenuation provided by the first and second attenuators are decoupled such that a different amount of attenuation can be provided on the transmit path than on the receive path. Performance of forward and reverse links of the system are measured while varying a value of at least one of the first or second attenuators.
