The open/close guard portion is supported by the fixing frame so that it can be opened or closed from or over the fixing frame.

Thus, there can be provided a roof-light window wiper device that can have the pressure of the wiper against the surface of a roof-light window increased by decreasing the depression angle of the wiper, and a cab and a construction machine including the roof-light window wiper device.
