A user terminal 20 transfers a transmission request and a usage policy of personal information to the respective transfer destination terminals 30 in accordance with the kind of personal information requested from a personal information collecting server 10, and collects personal information transmitted from the respective transfer destination terminals 30 responding thereto to transmit to the personal information collecting server 10. In this process, the respective transfer destination terminals 30 can judge whether or not the transmission of the requested personal information based on the transferred usage policy violates the privacy of the users of the transfer destination terminals 30.
