    Abstract: Provided is a belt assist device having a compact configuration and being configured to move a seatbelt to an easily reachable position. A vehicle seat includes a belt assist device attached to a lateral portion of a seat back and configured to move a portion of a seatbelt placed on the lateral portion to the easily reachable position. The belt assist device includes a rotary member attached to a recessed housing portion of the lateral portion via a rotary shaft and configured to rotate up and down between a housing position at which the rotary member is housed in the seat back and a protruding position at which the rotary member rotates to protrude forward of the seat back to push out a portion of the seatbelt. The rotary member is disposed forward of a belt guide provided at the periphery of an upper end of the seat back.

    Abstract: The present disclosure relates to an image processing apparatus and method capable of suppressing a reduction in encoding efficiency. An upper limit value of the number of bins allocated to a processing target subblock by distributing the number of bins among nonzero subblocks is set, a syntax element value regarding the processing target subblock is derived by using coefficient data derived from image data so that the number of bins does not exceed the upper limit value, and the syntax element value derived is encoded and coded data is generated.     Abstract: The present disclosure relates to image processing apparatus and method that can improve the throughput of encoding and decoding. Flag information indicating whether to apply arithmetic coding to binary data is set, the binary data including binary information regarding an image. The information regarding the image is encoded to generate encoded data including the set flag information. For example, on the basis of the flag information, the encoded data may be generated by binarizing the information regarding the image to generate binary data and then applying the arithmetic coding, or the encoded data may be generated by binarizing the information regarding the image. The present disclosure can be applied to, for example, an image processing apparatus, an image encoding apparatus, an image decoding apparatus, or the like.

    Abstract: An editing apparatus and the like are provided for splicing two data streams of compressed picture data at an arbitrary splice point without breaking down the VBV buffer. The editing apparatus inserts between a main stream and a sub-stream compressed by the MPEG-2/Video Method an inserted stream of which a first picture is a black I picture and succeeding pictures are repeat P pictures of which all macro blocks are skipped macro blocks. In this inserted stream, a VBV delay of a picture to be transmitted next, after a last picture in the main stream, is written as a VBV delay of a first picture in the main stream into the picture header. Further, a stuffing byte of which the data amount is calculated based on the bit occupancy in the VBV buffer by the sub-stream at an arbitrary splice point is transmitted along with the last picture in the inserted stream.
