Abstract: A method includes performing operations as follows on a processor: defining a non-discretionary patient information access filter, the non-discretionary patient information access filter comprising first health care information access rules associated with a first governmental administrative authority and second health care information access rules associated with a second governmental administrative authority, the first governmental administrative authority having priority over the second governmental administrative authority; receiving information associated with health care services provided to a patient; receiving a request to access a portion of the information from a requesting source; and determining whether to grant the request based on the portion of the information, the requesting source, and the first and second health care information access rules.
