    Abstract: A tethered aircraft or balloon carrying a communications base station for rapid deployment in emergency situations. Electrical power is delivered from a generator on the ground using a pulsed electrical supply system in which each power pulse is delivered over a cable and acknowledged, and pulses only continue to be delivered whilst such acknowledgements are received by the ground station. This reduces the risks associated with delivering electrical power over an aerial tether, and avoids the need for an earth (ground) connection, reducing the risk from lightning.

Visual impairment limits the ability to perform everyday tasks and adversely affects the ability to interact with the surrounding world, thus discouraging individuals navigating unpredictable and unknown environments. The present invention is a method and a system to define and develop a smart navigation intelligent cane (i-Cane) that enables a visually impaired person to navigate his or her environment. The method and the system detects objects along the path of the visually impaired person, measures the distance of the objects from the person, identifies the objects, uses speech to alert the person of the approaching objects, the type of objects obstructing the path, and the distance between the objects and the person.

    Abstract: A communications base station is mounted on an aircraft such as a drone or a tethered balloon to provide wireless coverage over a remote area. The use of an airborne device allows a much wider coverage area to be served by one base station, and therefore one backhaul connection, than would be possible by ground based antennas. Power and maintenance savings are achieved as the aircraft is launched only when activity is detected on the ground in the area of coverage, and returns to a ground station when such activity ceases. Activity may be detected for example by sensors on a highway identifying vehicles approaching the coverage area.
