    Abstract: Various techniques are proposed to enhance or expand the capabilities or usage of buffer status request (BSR) and scheduling request (SR) in new radio (NR) applications. In an implementation, techniques are proposed to extend the SR in long term evolution (LTE) baseline with additional information to help a base station (e.g., gNB) schedule faster and more efficiently. Moreover, a new BSR triggering condition is proposed to report new data based on particular events instead of being time-based. Modifications being proposed to both BSR and SR can be customized for different numerologies/transmission time intervals (TTIs). Modifications being proposed to SR can also be used to indicate a user equipment (UE) new beam selection after recovering from a beam failure.

The wireless communication device evaluates each of two or more candidate cells over an evaluation time duration associated with each candidate cell, wherein an end time of the evaluation time duration of a candidate cell associated with a lower priority carrier frequency is configured to be after an end time of the evaluation time duration of a candidate cell associated with a higher priority carrier frequency. The first wireless communication device selects a second cell from the two or more candidate cells for camping based at least in part on the evaluation of the second cell.

The wireless communication device reselects a second cell for camping in response to a failure to receive the first system information. The second cell is associated with the wireless communication network and different from the first cell. The wireless communication device maintains the network session during the reselecting the first cell for camping and the reselecting the second cell for camping.

In another example, a scheduling entity establishes a first or second communication of a dual connectivity communication with a scheduled entity. An indication is then received from the scheduled entity of a change in measurement capability, and the first and/or second communications are reconfigured in response to the change in measurement capability.

In other aspects, a UE may report a subset of UE capabilities for features used for the connection establishment.     Abstract: Techniques are described herein to dynamically control a number of hybrid automatic repeat requests (HARQ) transmissions based at least in part on flow characteristics of a data flow. Data included in a transport block may be grouped into one or more data flows based on a variety of factors. A set of performance benchmarks may be associated with each data flow. Flow characteristics for each data flow may be measured. A network entity may determine a number of HARQ transmissions to be transmitted during a HARQ procedure based on measured flow characteristics satisfying the performance benchmarks. For example, if a performance benchmark is not satisfied by its associated flow characteristic, the network entity may request additional HARQ transmissions during the HARQ procedure.
