The method includes: A network device receives, by using each of the N antennas, a positioning signal sent by a terminal device, determines TOA information and/or RSSI information of the positioning signal on each of the N receive channels, and sends the TOA information and/or the RSSI information of the positioning signal on each of the N receive channels to a service anchor. The service anchor is configured to position the terminal device based on the TOA information and/or the RSSI information.
