    Abstract: A moistener for applying liquid to an envelope, for use in sealing the latter, comprises a liquid storage tank (70a, 70b) and means, such as wicks (71) for transporting the liquid to the envelope (not shown). The level of liquid in the tank is visible to a user through a window (73). In use of the moistener it is fully inserted into a housing (not shown) but with the window visible to the user. Partial removal of the moistener from the housing permits the tank to be filled with liquid via an opening (76).

    Abstract: The invention is a variable mechanical transmission for converting a rotary input into a rotary output. The transmission includes a spindle for mounting, allowing for rotation in response to the rotary input, a hub mounted on the spindle for rotation therewith, and a plurality of elongate arms. The arms are each pivotally mounted on the hub, with the pivoting axes of the arms being arranged about the spindle axis. Each arm carries at its outer end a clutched pinion which rotates in one direction only. The pinions engage the teeth of a gear. The gear is mountable on a frame for rotation about a gear axis paralleling the spindle axis and also for movement on a frame between concentric and extreme eccentric positions, at which the gear axis has a minimal and maximal displacement, respectively, from the hub axis.

    Abstract: A locking arrangement is disclosed for a machine, such as a postage meter, which includes a rotatable member (12) which rotates when the machine performs an operating cycle and a mechanical or electromechanical register (22; 20) for being incremented or decremented in response to operation of the machine. The arrangement includes a clutch (24) arranged between a fixed structure or member (28) and the rotatable member (12) the clutch being operable to engage or release said fixed structure or member. Means (60; 78) are associated with the registers (22; 20) for actuating the clutch to prevent rotation of the rotatable member (12) when the register displays a predetermined value.
