The dispensing device senses and records human activity over periods of time before and after dispensing an amount of cleanser, prompts human participation, and reports performance for remote display. One or more sensors detect human presence within a perimeter around the dispensing device and within an immediate area nearer the device. A trigger sensor detects the presence of a hand below a dispensing mechanism, and an electronic controller dispenses an amount of cleanser and starts a timer and an alert system that issues prompts, including a timer display, light, other visual display, speaker, or vibrating alert. An ID reader may read user identification codes. Settings and performance may be paired with a specific user. Sensors of multiple dispensing devices may work together as an array for more accurate sensing.
