Identifying information about a first merchant is received and used to retrieve a first subset of the plurality of customers that are associated with the first merchant. The first subset of the plurality of customers is used to review the customer offer data to determine the results of providing the one or more of the plurality of offers to each of the first subset of customers. A first offer that is associated with a higher amount of participation results by the first subset of the plurality of customers relative to the others of the plurality of offers is then determined and provided for display to the first merchant.
