    Abstract: The present invention relates to an aqueous dispersion of silicon compounds and to a process for making them and methods of treating a surface using them. The dispersions have water, a separate liquid phase of an incompatible silicone, and an anionic surfactant. The water contains a stabilizing amount of a dissolved electrolyte, and the dispersion contains an effective amount of stabilizing anionic surfactants.
