The top and bottom portions define an inner cavity and a leg opening extending to the inner cavity. The cuff includes a plurality of strands and a band. The plurality of strands each have a first end and a second end spaced apart and opposite the first end. The second end of each strand is coupled to the body adjacent the leg opening. The band forms a loop. The first end of each of the strands is coupled to the band. Each of the stands are spaced apart from each other around the leg opening such that a plurality of cuff openings are defined by the plurality of strands, the band, and the body.
