A content sponsor is identified that has one or more campaigns for presenting content to users. A prompt is provided to the content sponsor to provide one or both of conversion value information or estimates for one or more conversion actions, the estimates being for actions that are currently unable to be directly measured. The estimates are received. Rates for conversions are determined for each of the one or more conversion actions, including using the estimates and interaction data associated with the one or more campaigns to determine the rates. The determined rates are used to make a suggestion or automatically adjust one or more parameters associated with the one or more campaigns.
