The manufacturing method includes: attaching a first protecting layer to a surface of a flexible substrate; attaching a surface of the flexible substrate away from the first protecting layer to a base substrate; removing the first protecting layer; forming a touch electrode layer on a side of the flexible substrate away from the base substrate; attaching a second protecting layer to the surface of the touch electrode layer; separating the flexible substrate from the base substrate; and removing the second protecting layer.
