The method includes: An access network device sends DCI for a paging message to a terminal device, where the DCI includes scheduling information for downlink data. Therefore, when determining that there is downlink data to arrive, the terminal device determines a time-frequency location of the downlink data based on the scheduling information that is for the downlink data and that is in the DCI, and then receives the downlink data at the time-frequency location.
