    Abstract: A device for use in a communication network having an access channel is provided. The device includes a memory that stores access class (“AC”) barring parameters. The AC barring parameters establish rules to determine whether to transmit an access message on the access channel. The device includes a processor that determines whether the access channel is in an overload condition and determines of overload levels in response to the access channel being in an overload condition. A value of at least one AC barring parameter is defined based on the determined one of the plurality of overload levels. The device includes a transmitter that transmits an update message. The update message includes the defined value of the AC barring parameter corresponding to the determined one of the plurality of overload levels.

    Abstract: Overlay and underlay carriers are used to transmit traffic over a cellular network for a call associated with a mobile terminal. A method involves determining which one of the underlay carrier and the overlay carrier is to carry the traffic as a function of a resource parameter associated with a resource for transmitting the traffic and a mobility parameter of the mobile terminal. In some implementations, the method is applied at for example a base station to a plurality of calls associated with various mobile terminals within a cell and the calls are assigned to the underlay carrier and the overlay carrier using an optimization routine that optimizes a function associated with the capacity while imposing a constraint such as for example a constraint on a hand-off rate between the carriers.

    Abstract: The invention provides a method and apparatus for transmitting real-time data in a multi-access system which eliminates clipping of the data while reducing transmission delays. The invention can be incorporated in any multi-access system where transmission resources are allocated when there is information to transmit. In a preferred embodiment, the invention is incorporated in a multi-access wireless system for the upstream transmission of voice from a mobile station to a base station. Each speech segment received at the mobile is shortened by appropriate editing and buffered until transmission. By editing and buffering speech segments as they are received, clipping can be eliminated while reducing transmission delays.

    Abstract: A system and method for GPRS MAC procedures to support delay-sensitive, real-time traffic is presented. The system comprises a mobile station able to transmit packets to and receive packets from a base station, where the base station is coupled to a General Packet Radio Service (GPRS) network, and where the GPRS network is coupled to a data network. In an uplink dynamic scheme, the base station receives an empty packet from the mobile station. The base station releases a bandwidth allocated to the mobile station if an implementation dependent time expires and further allocates a reduced portion of the bandwidth to the mobile station if a number of the empty packets are received or if a control packet requesting additional bandwidth is received by the base station. In an uplink fixed scheme, the base station allocates a fixed number of radio resources to the mobile station.
