An epoxy resin curing agent, an insulating epoxy resin, and a preparation method thereof are provided, including at least two benzene ring structures or at least two non-coplanar rigid alicyclic structures. Two adjacent benzene ring structures or non-coplanar rigid alicyclic structures are connected by methylene, and an amino functional group is arranged on each side of the integral structure. An ortho position of the amino functional group is provided with an electron-withdrawing substituent group or several sterically hindered substituent groups. By introducing benzene rings, the thermal stability of the obtained epoxy resin is enhanced.
