The stemless implant can be sized and shaped for insertion into a metaphysis of a humerus bone without penetrating a diaphysis of the humerus bone. The implant optionally comprises a medial fin, a lateral fin, an anterior fin, and a posterior fin. The medial fin and lateral fin may be thicker than the anterior fin. The arthroscopic devices include a drill guide adapted for efficiently and accurately positioning pilot holes and surgical instrumentation relative to the bone; a surgical cable, such as an elastomeric surgical cable, adapted for applying a compressive force across the bone fragments after the surgical repair to promote healing; and a tensioner and crimping device for applying tension to the surgical cable and securing the surgical cable in place.
