One claim recites a cloud-based computing resolver cell in a mobile discovery network, the mobile discovery network having a cloud-based traffic router for forwarding requests from remote devices. The resolver cell includes: memory for storing response information; one or more processors programmed for: combine results from a third party inquiry, a traffic router health check, and an internal component or processing check within a certain time period determine whether to enter into a stabilization mode; entering the stabilization mode when a determination indicates stabilization is warranted; verifying, for a predetermined period, the status of the resolver cell before exiting the stabilization mode.
