An additional prepaid account is provided for the employer, and the employer transfers funds into the additional prepaid account before the funds are disbursed from the additional prepaid account into the employees' prepaid card accounts. This transfer can be accomplished entirely within a network of a payment processing company so as to avoid interchange and merchant fees charged by banks.
