    Abstract: In a cell where messages having a message type are sent without knowledge of radio frequency conditions for individual ones of user equipment within the cell, measured radio frequency conditions are accessed of multiple user equipment within the cell. Based on the measured radio frequency conditions, a minimum control channel coding rate is determined for a control channel for messages having the message type. Subsequent to a determination of the minimum control channel coding rate, transmission is caused toward all user equipment in the cell of the messages having the message type using the determined minimum control channel coding rate for the control channel. Methods, apparatus, computer programs, and program products are disclosed. The methods may be performed by a base station, self-organizing network server, or other apparatus.

    Abstract: A method of filtering a plurality of data packets may include a radio access network (RAN) receiving the plurality of data packets and determining if a mobile station coupled to the RAN is in a dormant state and a reactivation request is not pending for the mobile station. If the mobile station is in a dormant state and a reactivation request is not pending then a data packet filtering module located at a packet gateway function of the RAN identifies a reactivation request data packet from the plurality of data packets, where the reactivation request data packet is coupled to reactivate the mobile station. The data packet filtering module evaluates the reactivation request data packet against a rule set, where the rule set is unique to the mobile station. The reactivation request data packet is forwarded if data packet filtering module indicates a forward condition; and discarded if the data packet filtering module indicates a discard condition.

    Abstract: A method of selective dormant data session reactivation in a radio access network includes calculating an activation rate threshold as a function of a first plurality of packets received over a first time interval, where the first plurality of packets are coupled to reactivate at least one dormant mobile station. The second plurality of packets received in a second time interval are buffered, where each of the second plurality of packets has a destination IP address to reactivate the at least one dormant mobile station. An arrival rate of the second plurality of packets in the second time interval is compared to the activation rate threshold.

    Abstract: A method for controlling reverse link loading in a communication system comprises determining a reverse link load in the communication system. The communication system comprises a plurality of mobile units configured to receive a rate indicator from a base station. The rate indicator comprises a first state indicating the mobile units can increase their data transmission rate and a second state indicating that the plurality of mobile units can decrease their transmission rate. In a next step, a duty cycle of the rate indicator based on the reverse link load is set. The relationship between the reverse link loading and the duty cycle of the rate indicator is further determined adaptively based on the measured loading and link loss rate characteristics. Then, the rate indicator is sent to the plurality of mobile units using the duty cycle.
