The invention includes the use of a crank to turn a reel which causes paid out hose to be drawn into the protective box onto a reel. The use of a plurality of gears permits the crank to be offset from the center of the reel, such that it is elevated to a more convenient cranking position. The cart includes a pair of spaced apart side frames members having a base portion. A rotatable spool is positioned between the side frames and is operably connected thereto for rotation of the spool about an axis of rotation. A folding handle assembly has a pair of spaced apart mounting arms and a gripping portion extending between the mounting arms. Each of the mounting arms is associated with a respective one of the side frame members and the spool is positioned intermediate the mounting arms. The mounting arms are lockable in the handle in-use position by latches that engage their respective side frames. A laser beam is directed transversely onto the stream and scattering occurs at the beam focus. To ensure that only particles which traverse the center of the beam are considered, a smaller, validating beam concentric with the main beam also produces scattered light. A pulse from the narrow beam coincident with one from the broad beam confirms that the associated particle has passed through the center of the broad beam and warrants consideration and assessment.A further narrow beam spaced from the first provides a time delay, dependent on particle velocity, between interception of the two narrow beams by a particle.
