    Abstract: Methods and systems for receiving purchase transaction data and identifying the purchase transactions that qualify for customer rebates. In an embodiment, a transaction clearing computer of a payment processing network receives the purchase transaction data from a plurality of acquirer financial institutions. A rewards system computer of the payment processing network identifies individual purchase transactions that qualify for customer rebates pursuant to rewards programs and based on the purchase transaction data, and then initiates crediting of rebate amounts from acquirer financial institutions to payment card accounts of cardholders at issuer financial institutions. The rewards system computer also initiates charging of the rebate amounts to merchant accounts of merchants associated with the individual purchase transactions that qualified for customer rebates.

Later, the fraud scoring platform receives a fraud message that the authorized purchase transaction of the enhanced payment card account is fraudulent, and then transmits instructions to transfer a monetary amount from a fraud expense pool to reimburse the issuer FI for costs associated with the fraudulent purchase transaction.

In an embodiment, a payment card system operator computer establishes scoring rules and at least two interchange tiers to associate with payment card accounts, transmits the scoring rules to at least one issuer, receives payment card account data, and scores each of the plurality of individual payment card accounts, and scores each of the payment card accounts according to the scoring rules. The process also includes assigning an interchange tier to each of the plurality of individual payment card accounts in accordance with the scoring, and storing information indicating the interchange tier associated with each of the plurality of individual payment card accounts for use during purchase transactions in a tier and scoring database.
