A tool agent leaves operation of a protection tool group used by a specific service provider entirely to a tool agent (execution code) provided together with the tool group by service providers. Accordingly, information about the used tools does not have to be disclosed to the public. Since a user terminal simply calls each tool agent, it can support interoperability with other DRM techniques.
