    Abstract: The present invention relates to a method and apparatus for managing radio resources in a multi-carrier and heterogeneous network-integrated radio access environment. A method of managing radio resources in a BS supporting multiple carriers includes sending an RRC connection reconfiguration message, including measurement control information, to UE, receiving a measurement report, including a measurement result for an HetNet RAT cell, from the UE, determining to configure HetNet RAT bearer connection with the UE based on the measurement report, sending an RRC connection reconfiguration message, requesting to configure the HetNet RAT bearer connection, to the UE, and sending some of or the entire traffic for the UE, to the UE through the HetNet RAT bearer. If overload or interference occurs in a serving cell, some of or the entire traffic is transmitted through a cell based on HetNet RAT, if necessary. Accordingly, load balancing or interference coordination can be achieved.

    Abstract: The present invention relates to a method and apparatus for controlling traffic which can be applied to the next generation mobile communication system. The method includes determining whether or not a load state of a cell is greater than a threshold, determining whether or not UE capable of D2D communication is present in UEs connected to the cell if, as a result of the determination, it is determined that the load state is greater than the threshold, performing a D2D communication configuration on the UE capable of D2D communication, determining whether or not UE capable of handover is present in remaining UEs not capable of the D2D communication, and performing a handover communication configuration on the UE capable of handover. According to the present invention, a signaling overload due to the simultaneous handover of a plurality of UEs or congestion of traffic in a target cell can be prevented.

    Abstract: The present invention relates to a method of selecting, by an eNB, a PCC for UE in a multiple component carrier system. The method includes obtaining mobility state information about the UE and coverage information and load information about carriers managed by the eNB; determining whether or not a mobility state value of the UE is greater than a specific threshold based on the obtained mobility state information; and selecting the PCC based on the load information if, as a result of the determination, the mobility state value is greater than the specific threshold. In accordance with the present invention, a BS adaptively selects a PCC by taking the load state of a carrier (or cell), UE mobility velocity, and the coverage of each carrier (or cell) into consideration.

    Abstract: A method of managing a service mode of a femto cell base-station and access allowance for a terminal is disclosed. The method of managing access allowance includes receiving a first access allowance change request for a terminal, and transmitting a second access allowance change request for the terminal to a mobility management entity (MME) in response to the first access allowance change request. With the method of the example embodiments of the present invention, the service mode of the femto base-station and the access allowed terminal can be changed in real time according to a situation of the user. Accordingly, quality of service can be improved and efficient management of the femto base-station can be achieved through interference control between the macro base-station and the femto base-station.

In the resource allocation method, bursts having the same modulation and channel encoding level are arranged in a predetermined temporal order on a physical layer. Information on the allocated unit resources is included in a common control block and is transmitted to a subscriber station, and the subscriber station then detects a number of the allocated unit resources to thus check the range of bursts to be received by the subscriber station. Therefore, power consumption by the subscriber station is reduced and signaling overheads of the common control information and unneeded residual resources are decreased.
