The assembly includes a first hub member fixedly attached to a drive wheel of the vehicle, a reel member fixedly attached to the first hub member, a cable having one end attached to the reel member and having another end fixedly attached relative to an anchor, a second hub member fixedly attached to a non-drive wheel of the vehicle, and a guide attached to the second hub member and guiding the cable between the reel member and the anchor.
